Snape with Thorp Parish Council

Agenda for the Meeting of the Council to be held on Wednesday 23 March 2016 at 7.00 pm in the Snape Institute

  1. Apologies for absence – to receive apologies
  2. Declarations of interest – to receive any declarations of interest in agenda items
  3. Minutes – to agree and sign the minutes of the meetings held on 26 January (copies attached)
  4. Matters arising
      1. Grass cutting – To note the outcome of the tendering process (report by Cllr Duck)
      2. Highways – drains – to receive update following reporting drainage issues to the Highways department (report by Clerk)
  5. Policing report – it is hoped that a representative of NY Police will attend to provide a police update (report to be circulated as appropriate)
  6. Hambleton Local Plan – to determine response (paperwork already circulated) Clare-Louise Booth,
    Planning Policy & Conservation Officer, HDC
    will attend at 7 pm to lead the discussion on this item
  7. Playing Field
    1. Funding – to receive report from Clerk re request for funding in support of the asset transfer
  8. Avenue –
    1. To discuss the outcome of the funding initiative for a second survey and to agree approach and next steps
    2. Works to be undertaken from a H&S point of view and funding (report from Cllr Duck and Clerk)
  9. Financial matters –
  • To approve the receipts and payments since the last meeting (see below and attached)
  • To note hours of work undertaken by the Clerk since the last meeting (see below)
  • Renewal of YLCA membership at cost of £124.00 - to determine whether to renew membership
  • Funding for PC, printer etc – report by Clerk
  • To confirm internal auditor – report by Clerk
  • Pension scheme for PC – to receive report from Cllr Warwick and to receive letter from Clerk (copy attached)
  1. Annual Open meeting – to set date for the open meeting – please bring diaries
  2. Emergency Plan – to note position (report by Cllr Rydzewski)
  3. Affordable Housing – approach from Rural Housing Enabler (report by Clerk)
