SNAPE WITH THORP PARISH COUNCIL

NEWSLETTER – December 2021

  1. The Parish Council (PC) met on Tuesday 23 November.  This newsletter provides an update on a number of issues discussed at the meeting and other matters of general interest.

  1. Outline Planning application for up to 32 houses on the Manor House (Prices Pavings and Tile Ltd) site (reference 20/02047/OUT).   There had been no change on this application since the last meeting.  The Parish Council has requested a site visit before any final decision is made by Hambleton District Council.  It has been confirmed that this will be arranged with Planning Committee.

  1. The Police were represented at the meeting and presented a report on recent offences in the wider ward area.  Residents are reminded to take precautions to secure their homes, garages and outbuildings during the darker winter months. Overleaf is guidance from the police for your information.  

Residents were reminded to be on the lookout and report suspicious activity or vehicles at the time any suspect activity occurs using the national 101 non-emergency number or report on line at https://www.northyorkshire.police.uk/ro/report/.  Reports are dealt with by the Police control room in exactly the same way whether you report it online or call 101. Always dial 999 in an emergency or if a crime is in progress.  Anyone seeing a case of poaching or hare coursing should report it immediately using 999, should not approach the suspected perpetrators and could help Police by noting down vehicle details including number plate.

  1. The Council considered the budget for 2022/23 and set the precept at £8600 (an increase of 4.6%).  One project for 2022/23 will be the replacement of the fencing in the Avenue.
  2. Having sent out tender documentation to 4 individuals/companies, the Council considered the 2 tenders for grasscutting for 2022/23 and 2023/24 which had been returned.  Farm and Land Services were selected as the successful contractor.
  3. A small group exists to undertake maintenance activities eg cleaning out the beck, repairing village benches etc.  If you are interested in being involved please contact Sara Pringle (contact details are given below).  Recently a small group has been working on clearance of the weed in the beck; thanks were expressed to them for their efforts. 
  4. Sandbags in case of flooding - Cllr John Duck advised that he had taken a further supply of full sandbags and also a number of empty bags should anyone have bags that had perished so the sand could be reused. 

  1. Development of the southern end of the playing field.  There was a very low response rate at around 16% to the survey.  However, as the responses had shown some support for a level of development (eg tree planting, benches etc) in this area the Council agreed to support some development.  A number of people had indicated that they would assist with this development.  In recognition of this support the Parish Council agreed to contact those who had responded with offers of help and to ask for a number of them to join a Committee of the Parish Council, the terms of reference for the Committee would be based around the former Playing Field Committee; the responsibility of the Committee would be to put forward firm costed and timed plans, to fund raise, undertake the work, maintenance, Health and Safety checks etc.  If you did not respond to the survey and wish to assist with this development please let the Clerk know.

  1. Bilsdale Mast – Arqiva has asked that we share the following key messages.  Teams are working around the clock to restore services and relay sites at Thirsk and Loftus have been switched on. Work to switch on more relay sites across the area in the coming days and weeks will further help local people.

Arqiva are keen to help those people who are older or vulnerable and who still don’t have any TV service at all, and particularly with Christmas fast approaching. In the next two weeks there will be radio and press ads, to ask people across the community to look out for neighbours, friends and family or anyone else they know who might still be without any TV service and to encourage them to call the dedicated freephone line 0800 121 4828, and – if needed – to book a visit from an engineer. The Project Restore website (bilsdalemast.co.uk), provides advice on how to retune TVs, gives updates and information. 

  1. Take Your Litter home signs – two signs have been provided free of charge by Hambleton District Council and have been recently installed at the entrance to the village by the Castle and on Salmon Lane.  The Council welcomes these signs and the action taken by a small number of residents who undertake litter picking around the village.

  1. The Council has submitted a joint bid with Well Parish Council to Hambleton District Council’s Making a Difference Fund for speed activation equipment.  If successful, equipment would be purchased next year and each Council would have the equipment in situ for part of the year.

  1. For those who are new to the village the Council wants to draw attention to the defibrillator on the western wall of the Institute.  This equipment is registered with the British Heart Foundation’s database – the Circuit – and is checked weekly to ensure it is in full working order.  In an emergency, ring 999 and, if deemed appropriate by the ambulance service that the defibrillator should be used, the code to open the box will be given.  The defibrillator provides spoken instructions on how to use the machine.  If it is removed from the box and used please let the Clerk know asap so she can get it back into full working order asap.

  1. Again for new residents - there is a map of the village in the old phone box on Meadow Lane. This provides the names of houses in the village.  The Council is arranging for the map to be updated for a number of new properties and changed house names.  Even so, it provides a useful resource if someone enquires about a house name and location.   1. Meetings are now held face to face and are always open for members of the public to attend unless the Council advises otherwise.  If you have any queries or comments to make regarding the Parish Council please contact the Clerk.

Home Security tips (from North Yorkshire Police)

As the nights are now darker please be aware of the advice below as a polite reminder on keeping your property safe and secure.

You can reduce the risk of becoming a victim of burglary by:

  • Leave lights in your house on a timer to make the property appear occupied
  • Install external security lights
  • Ensure you lock all doors and windows
  • Install good quality CCTV cameras
  • Ensure garages, shed and any outbuildings are locked, locking away any tools, bikes etc
  • Keep valuables out of sight in the property and ensure handbags and keys are hidden away from letterbox/cat flaps as thieves can hook keys or valuables through a small opening
  • Set your burglar alarm.
