NOTICE OF PARISH COUNCIL MEETING

Snape with Thorp Parish Council

Agenda for a Meeting of the Council to be held on Tuesday 22 March 2022 at 6.30 pm in the Snape Institute  

1. Apologies for absence – to receive apologies
2. Declarations of interest – to receive any declarations of interest in agenda items
3. Minutes – to agree and sign the minutes of meeting held on 13 January (copy attached)
4. Matters arising
   1. Speed activation equipment – Making a Difference application – to receive a report from the Clerk
   2. Contingency plan – item to be deferred to next meeting
5. Police report – a representative of NY Police is expected to attend the meeting (report to follow)
6. Housing Need Survey – To receive a report and presentation from Amanda Madden​, Rural Housing Officer, Hambleton District Council and to agree any action necessary (report attached)
7. Playing Field Development Committee
   1. Presentation of phase one plan – to receive phase one plan and layout proposal, to discuss and agree next steps – presentation by Mr D Milner (copies of documents are attached)
   2. Terms of Reference of the Group – to receive a report from the Chairman, to discuss and agree changes, if necessary (copy of terms of reference is attached)
8. Financial matters –

1. To approve the receipts and payments since the last meeting (see attached finance report and reconciliation)
2. To note hours of work undertaken by the Clerk since the last meeting  (see attached finance report)
3. Financial Regulations – to receive and approve updated document following discussion at the last meeting (copies attached)

9. Highway matters – to receive report from the Clerk and agree possible action
10. Planning applications
    1. To note the following have been approved:
       1. 21/02658/FUL - Proposed Extension - The Cart House, Snape Castle Mews
       2. 22/00116/FUL - Conversion of part of existing domestic garage to form enlarged utility with the addition of a pitched roof and staircase to 1st floor storage area, 4 Castle Meadows

10. 2. Prices Paving and Stone Ltd – to review any updated information and agree any action
11. Platinum Jubilee – possible activities – to discuss and agree action
12. Newsletter – to agree content of the next newsletter: including Anne Robson Trust Pre-bereavement Helpline (details already circulated)
13. To resolve to exclude members of the public and press under item 14 due to the nature of the business to be transacted being prejudicial to the public interest
14. Fencing tender – to agree the approach for replacement fencing in the Avenue – a summary of the tenders received has been circulated separately
