Snape with Thorp Parish Council
Minutes of the Parish Council Meeting held on Tuesday 2 April 2019 in the Schoolroom, Snape Methodist Church
Present: Councillors John Duck, Jenny Rydzewski, Terry Warwick, Richard Poole, Steven Smith and Cllr David Webster.
- Apologies: Apologies were received from County Councillor John Weighell.
- Declaration of Interest – There were no declarations of interest.
- Minutes of the meetings held on 20 February and 19 March, copies of which had been circulated with the agenda, were accepted as a correct record.
- Matters Arising
- Narrowing of the beck – During the 6-monthly check of the village Cllrs Duck and Rydzewski had noted the way in which the beck had widened due to erosion of the banks. It was suggested that the beck be narrowed from the road to the mosaic bridge either with stone or railway sleepers. Not all Councillors supported this approach. This would be discussed at the open meeting.
- The Institute – Sarah Lowe, Chair of the Institute Committee, summarised her letter to the Parish Council seeking financial support from the Council to roof repairs. It was RESOLVED to provide a grant of £500 on the proviso that if the costs were higher than expected the PC would not provide any further funds.
- Bridges – planning application – it was noted that a bat roosting survey would be required as part of the planning approval and must be undertaken before any works commenced.
- Financial Matters
- Receipts and payments since the last meeting:

The financial position as at 25 March, copies of which had been circulated with the agenda, was noted.

- Pension scheme for the Clerk – it was noted that the Clerk had declined the offer of a pension scheme organised by the Parish Council.
- Hours of work by the Clerk – it was noted that the Clerk had undertaken 15 hours 30 minutes work since the last meeting.
- Services at the Friarage Hospital
There had been changes to the A&E and Critical Care Services at the Friarage from 27 March. These had been described as temporary changes. There was concern these would not be temporary and would affect care. It was RESOLVED to circulate a petition around the parish against these changes. The matter would be raised at the Open Annual Parish meeting.
- Planning Matters
- Single storey side extension with roof lantern – East End Bungalow, Snape – 19/00618/FUL – This planning application, copies of which had been circulated prior to the meeting, was discussed; there were no objections to the development.
- HDC planning consultations – the Clerk advised that she had received a proposal from HDC for planning consultations and planning decisions to be notified by e-mail. It was agreed to accept the suggested change which would create additional activity for the clerk.
Cllr Duck thanked those Councillors who had decided not to stand again for re-election for their hard work over their period of office.
