Snape with Thorp Parish Council
Minutes of a meeting of the Parish Council held on Thursday 12 November 2020 at 6.30 pm via Zoom
Present: Councillors John Duck, Liz Watson, Sara Pringle, Colin Hodges and Richard Poole.
- Declarations of Interest – Cllr Duck declared an interest in Agenda Item 5b and withdrew from the meeting for this item.
- Minutes of the meetings held on 19 October (copies of which had already been circulated) were accepted as a true record. The Chairman would sign the minutes as soon as possible.
- Matters arising
- Bridges – The Clerk advised that she had no further information to report. It was RESOLVED that the Clerk should write again to ask for a further site visit referencing the proposed development at Price’s Pavings and potential increase in flooding.
- Village inspection – kerbing – A response had been received from Highways raising a number of queries; the Clerk would respond indicating the land was owned by the Parish Council and asking if this required the works to be done to the specification indicated by Highways. It was RESOLVED to consider kerbing when setting the budget for 2021/22; quotations would be required before any action was taken. Works were still outstanding on the bridge by the Institute; Cllr Duck advised that he had reminded the contractor about this.
- Cedar Garth – crossing of the village green. It was noted that Northallerton Estate Agency had been asked to act on behalf of the Council. There was discussion on a number of points and it was agreed to seek further clarification from the Solicitor. A letter had been received from the homeowner that day and would also be shared with the Solicitor for advice.
- Financial Matters
- Receipts and Payments since the last meeting – this document, copies of which had already been circulated, was approved. A meeting would be arranged for December to agree the precept.
- Hours of work undertaken by the Clerk – the hours of work undertaken by the Clerk were noted.
- Planning applications
The following were discussed:

- Planning Seminar – Feedback was given by Cllrs Pringle and Duck on the YLCA planning seminar they had attended remotely. This had been a good course with a number of significant and useful points for the consideration of planning applications

- 20/02195/FUL – Lyme House – removal of existing single storey flat roof extension and construction of a two storey rear extension.
Cllr Duck declared an interest in this item and withdrew from the meeting.
It was RESOLVED that the Council had no objections to the development.

- 20/02353/CAT – Works to trees at Snape Cottage, Ings Lane
It was RESOLVED that the Council had no objections to these works.

- Update on other planning matters:
- Price’s Pavings – the Clerk had notified the Councillors that a letter from Yorkshire Water had been added to the HDC site. This made points similar to those already made by the Council.
- Howden Hill – Nothing further to report.
- Rose View – parking spaces. The sale of the property had been advised to the Enforcement Officer.
- Thorp Perrow – a recent planning application had not been notified to the Council so the Clerk had raised this with HDC who were looking into the matter. The Clerk had also asked HDC about whose responsibility it was to remove the green planning notices. As HDC had indicated that no one was responsible she had suggested that the applicant should be asked to remove them after the decision had been made.
- The Clerk advised that a new application for Springfield had been added to the HDC site so a meeting would be required to consider the application.
- Traffic Issues
A communication from a resident regarding the above and the potential development on Prices Pavings site had been received and already circulated to the Councillors.
In discussing this item the Council acknowledged the number of junctions in the village which would increase if the Prices Pavings and Howden Hill developments were approved. The carriage road had been used recently as an exit from Thorp Perrow also adding to the number of junctions in the village. It was also noted that a recent survey of traffic speeds in front of Laurel House had indicated that a significant proportion of vehicles exceeded the 30 mph speed limit at that point. In addition other vehicles had been noted speeding in the village in the past which was particularly a problem on Ings Lane where the road was narrower and car parking was an issue during school times.
It was RESOLVED to write to Highways to request the following:
- That, if possible, the speed monitoring equipment be used in the village to alert vehicles to their speed;
- That the 30 mph speed limit should be moved into the Avenue prior to the corner at the bottom of the Avenue; and
- That a 20 mph speed limit should be introduced in the vicinity of the school.
- Bollards on Kings Keld
It was noted that the safety bollards had been installed at Kings Keld that day and would have an impact on both approaches onto the area. Thanks were expressed to Cllr Watson for her work on this matter.
- Date and time of next meeting
It was RESOLVED to hold a meeting on 10 December 2020 at 6.30pm via Zoom.
