Snape with Thorp Parish Council

Minutes of meeting held on Wednesday 13 April 2016 in the Snape Village Institute.

Present: Councillors John Duck, Steven Smith, Richard Poole, PCSO Ian Macdonald, Clare-Louise Booth, Planning Policy & Conservation Officer, HDC and 10 members of the public

1. Apologies: Councillors Jenny Rydzewski and Terry Warwick and District Councillor David Webster
2. Declaration of Interest – There were no declarations of interest
3. Avenue
   1. Works to be undertaken from an H&S point of view – Following an aerial survey undertaken by Mr Whitehead, he had made recommendations about the urgent works necessary for H&S reasons. This report had been circulated and posted on the website. Councillor Duck had sought the views of Councillors Rydzewski and Warwick who were unable to attend tonight’s meeting. A planning application had been submitted to HDC to undertake the works recommended ie the felling of 6 trees and works to a further 49 trees. Mr Whitehead had been asked to obtain two quotes for these works.

There was a need to lift the crown of the young trees by removing low branches which were causing an H&S risk to the grass cutter. An estimate of £400 had been received to undertake this work. It was RESOLVED that this work should proceed.

1. regard to the second survey, a letter had been received from Mrs Kirby, which had been circulated to the Parish Councillors. This attached a letter from Barnes & Associates, outlining the proposed work to be undertaken at a charge of £1400 plus VAT. Approval was sought of the Parish Council to proceed with this as the second survey. some minor points it was RESOLVED that the works as outlined should proceed. The clerk would liaise with Mrs Kirby for the survey to be undertaken.

1. 1. Funding – The Clerk outlined predicted funding available for works on the avenue of around £5k based on obtaining S106 funding from HDC and the funding from NYCC already confirmed by Councillor Weighell.

1. Dog bin – Prices for a new combined litter and dog waste bin were considered and it was RESOLVED to purchase the bin at a cost of £220 plus £40 delivery. This bin would be sited outside the Institute. Cllr David Webster had confirmed the District Council would empty this type of combined litter/dog waste bin.

1. Purchase of PC – The clerk requested permission to purchase a wireless mouse and for the lap top to be preloaded with the Microsoft office. It was RESOLVED that these additional arrangements could proceed.
