NOTICE OF PARISH COUNCIL MEETING

Snape with Thorp Parish Council

                        

Agenda for a Meeting of the Council to be held on Wednesday 5 April 2023 at 7.00 pm in the Schoolroom, Snape Methodist Institute

  1. Apologies for absence – to receive apologies
  2. Declarations of interest – to receive any declarations of interest in agenda items
  3. Minutes – to agree and sign the minutes of meetings held on 5 December 2022 and 9 January 2023 (copies attached)
  4. Matters arising
    1. Speed activation equipment – moving equipment from Well - to agree date and time
    2. Contingency plan – report by Clerk (attached)
    3. Platinum Jubilee – plaque for tree and time capsule
    4. Village maintenance
      1. Avenue (grass cutting and fencing)
      2. Beck Cleaning
      3. Bridge painting
      4. Bulb planting
  5. Police report – a representative of NY Police cannot attend the meeting but a written report will follow
  6. Playing Field – to be led by Cllr Hodges
    1. Rospa Reports -  to note receipt of report on playing field equipment and on accessibility and agree any action – reports already circulated to Parish Councillors
    2. Zip Wire maintenance - to note this has recently been done and to agree approach for the future
    3. Replacement of goal posts – to agree approach
    4. Dissolution of the Playing Field Committee – to discuss and agree action
  7. Financial matters –
  1. To approve the receipts and payments since the last meeting and final financial situation for 2022/23 (see attached finance report and reconciliation)
  2. To note hours of work undertaken by the Clerk since the last meeting  (see attached finance report)
  3. To note that Barclays Bank has requested information on the Parish Council to check what type of organisation etc the Council is – report by the Clerk
  1. Highway matters –  Report by Cllr Duck
  2. Beech Close – access – report by Cllr Duck
  3. Project for Levelling up Fund – documentation has already been circulated to Councillors – to discuss any possible project in the Parish
  4. Planning applications
    1. To consider the following applications:
  • 20/01460/DCN - Application for discharge Conditions 3 (material samples) 4 (prevention of surface water discharging onto existing highway) 5 (road access details) 6 (visibility splays) 7 (parking and turning area details 8 (construction management plan) 9 (foul and surface water drainage details) 13 (detailed cross sections through site showing existing and proposed levels) - Howden Hill, Ings Lane, Snape
  • 23/00627/TPO - Works to fell a tree with a TPO - Tilia House, Snape
    1. To note the following have been approved since the last meeting:
  • 23/00147/CAT - Application for works to a tree in a conservation area - The Cedars, Snape
  • 22/01263/DCN - Discharge of condition 2 of previously approved planning applications 22/01263/FUL and 22/01264/LBC - Snape Castle Barn Snape
  • 22/02852/FUL - Change of use of barn to holiday accommodation as amended by plan received by Hambleton District Council on 25 and 31 January 2023 - Lavender Lodge Snape

    1. Prices Paving and Stone Ltd – to review any updated information and agree any action including representation points at the planning committee when the application is considered
  1. Coronation of Charles III – possible activities – to discuss and agree action
  2. North Yorkshire Council – Draft Parish Charter Consultation – to agree any feedback to this consultation – a copy of the Charter and consultation survey have already been sent to Councillors
  3. Superfast Broadband coming to Snape – to note and agree any action – information has already been sent to Councillors
  4. Date for the Open Parish Meeting – please bring your diaries with you so this date can be agreed.
  5. Newsletter – to agree content of the next newsletter
  6. To resolve to exclude members of the public and press under item 14 due to the nature of the business to be transacted being prejudicial to the public interest
  7. Avenue Tree survey tender – to agree the approach for a forthcoming survey of the Avenue and other trees – a summary of a proposal received has been circulated separately
