NOTICE OF PARISH COUNCIL MEETING

Snape with Thorp Parish Council

Agenda for a Meeting of the Council to be held on Tuesday 26 March 2024 at 6.30 pm in the Snape Institute

1. Non-attendance of Councillors

1.1 To receive and note apologies from councillors who are unable to attend the meeting

1.2 To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

2. Declarations of interest – to receive any declarations of interest in agenda items
3. Minutes – to agree and sign the minutes of meetings held on 13 December 2023 (copy attached)
4. Matters arising
   1. Safety at Carthorpe corner – to note new signage installed
   2. Replacement lap top – report by the Clerk
5. Policing matters –  A representative of NY Police will attend the meeting – reports attached
6. Financial matters

1. To approve the receipts and payments since the last meeting (see attached finance report and reconciliation)
2. To note hours of work undertaken by the Clerk since the last meeting  (see attached finance report)
3. Expected year end position against budget – report by the Clerk

7. Playing Field
   1. Further development of the playing field – new equipment for smaller children – report by Cllr Hodges and a parent, who will attend the meeting
   2. Zipwire check
8. Tree Survey – to receive and discuss recent tree survey and agree the way forward – the survey report has already been circulated
9. MVAS – report by Cllr Hodges on latest information from the Speed Equipment
10. Highways - to note the following and agree approach
    1. Flooding
    2. Watery Lane – blocked drains’
    3. Bridge on Ings lane
11. Planning applications
    1. To consider the following applications: No new applications have been received
    2. To note the following have been approved since the last meeting:

• ZB24/00100/CAT  Application for works to tree (to crown thin Magnolia tree by 5% and crown reduce/shape by 10-15%) in a conservation area  Beck House 1 Meadow Lane Snape  
• ZB23/02383/TPO - Application for works to trees subject to a tree preservation order. 3 Silver Birches - to reduce canopy by 10% to prevent damage to trees.  Cedar Garth Meadow Lane Snape

12. Annual Meeting of the PC and Annual Parish Meeting – to agree dates for these two meetings – please bring your diaries with you to the meeting
13. Bio-diversity seminar – report by Cllr Pringle
14. Plantings – to note the turf planted in the Avenue and daffodils
15. Grass verge from monument bridge to the playing field entrance
16. Bedale villages and Community Forum – report back from March’s meeting by Cllr Watson
17. Newsletter – to agree content of the next newsletter
