Snape with Thorp Parish Council

Minutes of a Meeting of the Parish Council held on Tuesday 29 October 2024 in the Snape Institute

Present: Councillors John Duck, Liz Watson, Colin Hodges, Richard Poole, Sara Pringle, a resident for item 6 and Cllr David Webster.

  1. Apologies for absence – There were no apologies
  2. Declarations of Interest – There were no declarations of interest.
  3. Minutes of the meeting held on 25 September, copies of which had already been circulated, were accepted as a true record and were signed by the Chairman.
  4. Matters arising
    1. Car parking issues – The Clerk reported that a note seeking courteous and legal parking in the village.  She also reported that she had met with two representatives of the Police who had offered advice on a number of proposals to put to NY Council to improve the situation.  It was RESOLVED that a number of these points would be submitted to NY Council Highways department
    2. Financial Regulations – this was deferred to the next meeting
    3. Snape Climate and Conservation Group – The Clerk advised that have made enquiries of the landowner he had confirmed that the land in question was part of the Thorp Perrow Estate.
    4. Use of Phone box – the Clerk reported that only one comment had been received regarding the use of the phone box.  In discussion, it was RESOLVED to ask village groups if they had any interest in using the box to promote their group and its activities.  Should any repairs or work be required on the box reasonable costs would be picked up by the Council
  5. Financial matters
    1. Receipts: NYC £4447.50 (second instalment of precept)
    2. Payments: S Lowe (salary) £210.40; HMRC £68.00; YLCA (membership £147.00; Playsafety Ltd (H&S check of the playing field) - £108.00; Snape Methodist Church (room hire) - £30; The Boston Bulb Co - £205.20; RC Poole re railway sleepers (pump repairs) - £134.40

    1. Hours worked by the Clerk – It was noted that during September the Clerk had worked 16 Hours 45 mins
  1. Planning applications
    • The following new applications were discussed. 
  • ZB24/01957/CAT - Works to Trees in a Conservation Area - Cherry Tree Cottage Meadow Lane Snape.  No objections from the Council
  • ZB24/01910/CAT - Works to Trees in Conservation Area - Cedar House Snape.  No objections from the Council
  • ZB24/01863/FUL - Application to site Shepherd Hut (5.18m x 2.55m) on driveway as a holiday let - Buckles House Snape – the applicant attended the meeting for the discussion of this item.  Following discussion of the application the Council RESOLVED to ask for the application to be refused. This was due to the additional parking requirement associated with this application. The area identified was already used for parking by the occupants which used most of the space. The site is close to a junction on the school and service bus routes and roadway to businesses in the vicinity. The Parish Council were concerned about this additional parking and its impact on the highway and safety issues. It was noted that the plan submitted with the application was not drawn to scale. It was further noted that the Shepherd's Hut could not be placed in the locality indicated in the current submission as per documentation on the Planning Portal. Whilst refusing the planning application in its current format, the Council agreed that it would be happy to consider a new plan if drawn to scale and showing the appropriate position of the Shepherd's Hut, plus improved arrangements for parking. In making the above comments the Council response would point out that an area in front of the property was Registered Village Green and should not be used for parking or access/egress from the site. Outcome of previous planning applications.

The outcome of the following planning applications were noted:

  • ZB24/01414/LBC - Listed Building Consent for removal of internal stud wall between 2 bedrooms to create 1 bedroom - Snape Castle Mews – Granted
  • ZB24/01536/FUL - 2 number single storey extensions and conversion of existing garage – Shalom, Ings Lane – Granted
  • ZB24/01800/CAT - Works to 14 Trees in a Conservation Area - Snape – Granted.  It was RESOLVED that Farm and Land Services should be asked to submit a price for undertaking these works.

           

  1. Comments on Social Media and email to the Parish Council – The Council discussed recent correspondence and comments on social media regarding pests in the area of a barn on Salmon Lane.  Documentation was seen which indicated planning approval in 1979 had been given for agricultural use.  The Farmer concerned had a contract with NY Council for pest control.  In addition livestock of any kind could encourage pests.  It was RESOLVED to write to the resident concerned to indicate that the matter had been discussed at Council and the evidence found.
  2. Replacement of the Parish Clerk – The Clerk circulated information and guidance located on the YLCA’s website.  It was agreed to meet to finalise some of the documentation as soon as possible.
