Agenda for the Annual General Meeting of the Council to be held on Tuesday 27 May 2025 at 6.30 pm in the Snape Institute

1. Election of Chairman and signing of documentation

2.   Non-attendance of Councillors

2.1 To receive and note apologies from councillors who are unable to attend the meeting

2.2 To consider reasons for absence provided by councillors who cannot attend and resolve the council’s acceptance of these if felt relevant.

3.   Declarations of interest – to receive any declarations of interest in agenda items

4.   Minutes – to agree and sign the minutes of meetings held on 25 March and 23 April (copies attached)

5. Matters arising
   1. Phone box – offer of help from Snape Men’s Shed – report by Clerk
   2. Car parking – report by Clerk
6. Financial matters –

1. To note the annual internal audit report for 2024/25  (page 3 of the Annual Governance and Accountability Return 2024/25 - copy attached)
2. To approve the annual governance statement for 2024/25 (page 4 of the Annual Governance and Accountability Return 2024/25 - copy attached)
3. To approve the annual accounting statement for 2024/25 (page 5 of the Annual Governance and Accountability Return 2024/25 - copy attached)
4. To note and approve the following:
   1. Bank Reconciliation
   2. Explanation of variances

5. To approve the publication of documents required by the Accounts and Audit Regulations 2015, the Local Audit (Smaller Authorities) Regulations 2015 and the Transparency Code for Smaller Authorities (see paper attached)
6. To approve the year end (2024/25) and new year (2025/26) receipts and payments since the last meeting (see attached reconciliations)
7. To note hours of work undertaken by the Clerk since the last meeting (see attached finance report)
8. To agree the financial allocations for 2025/26 as follows
   1. to the playing field - £150
   2. for the avenue - £500
   3. for defibrillator - £150
1. Financial Regulations – annual decision making – paper attached
10. Insurance cover – to receive a report from the Clerk and to agree action (paper attached)

7. Playing Field – report by Cllr Hodges
8. Asset Register – to agree the asset register (see attached)
9. Risk Assessment – to agree the risk assessment report (see attached)   
10. Planning applications
    1. Tree Preservation Order 2025 No 4 – Beech Tree at The Beeches, Snape – correspondence attached
    2. ZB25/00872/SCR | Solar farm screening request - Land Adjacent To Lords Lane Bedale North Yorkshire DL8 2ET – please note I have been unable to find a planning application on the planning portal but correspondence received from Stell Solar Farm was recently circulated
    3. Update on any other planning applications – report from the Clerk

11. Appointment of Councillors to represent the PC at YLCA meetings (see paper attached)
12. Biodiversity – standing item – report by Cllr Pringle
13. Annual open meeting – to review and to agree any necessary actions
14. Items for the Newsletter – to agree items for inclusion in next newsletter
